STATUS: On June 24th, 2025, at a demurrer hearing, the court ordered the case partially dismissed. The question of whether or not CHIP was an adequate rezoning will continue to trial.

Under state housing element law, the City of Los Angeles was required to rezone sites to accommodate 255,432 additional units of housing by February 12, 2025. The City’s housing element rezoning commitments anticipates that the City will take nineteen rezoning actions, which it fell quite short of by the deadline. In addition, we argue that the City’s CHIP Ordinance does not constitute a “rezoning” of the City’s housing element sites.

We, alongside Californians for Homeownership, Inc., seek to compel the City to complete the rezoning it committed to in its housing element.
